COMMUNITY ORGANIZATION ACTIVITIES
As UTA has grown, we have dug deeper to address the root causes of housing
problems. Housing finance, low income housing development and the preservation
of affordable housing on a permanent basis were not part of UTA's original
agenda 3 decades ago. However, UTA's community organization campaign over
the years have led to the development of 4 separate and unique organizations
that have galvanized the energies of more people and marshaled more resources
and funds to address these complex issues. These projects bring together
people affected by the same types of problems to work collectively for
solutions.
- The Albany Area Housing Opportunities
was incorporated in 1981 to respond to gentrification and displacement
problems. AAHO has renovated 4 dilapidated buildings and currently manages
11 rental units for families and individuals who were homeless or at
risk of becoming homeless.

- The Capital District Community Loan
Fund raises funds from socially
responsive investors in the region for loans for low income housing
and community development projects in the Capital District. The fund
was established in 1985 with $82,000 from the Albany Roman Catholic
Diocese and two Presbyterian congregations. The CDCLF has grown its
capital pool to over $5 million, distributing $9.3 million in 234 loans
that leveraged $33 million in other financing for 464 affordable housing
units, community development projects and 60 women and minority micro-entrepreneurs.

- The Albany Community Land Trust (ACLT)
is a development program that combines individual ownership of housing
on community controlled land to preserve affordable housing for future
generations. The ACLT was founded in 1987 and acquired its first property
for redevelopment ion 1988. The ACLT has since redeveloped 50 units
of housing in formerly abandoned and deteriorated properties. Currently
ACLT is converting 5 more abandoned houses into opportunities for future
low-income homeownership. The Land Trust arrangement provides
for permanent affordability of this housing through individual ownership
of homes on community controlled land.

- The Affordable Housing Partnership manages a capital pool funded by
area banks for permanent mortgages for low income housing in the Capital
District. The partnership was created in 1990 with local banks, public
officials and community representatives guiding $21 million in mortgage
lending to 425 low income home buyers and affordable housing units.
The Partnership is initiating a campaign against predatory lending and
is developing a regional collaborative effort to increase home ownership.
